not sure if I catch that right.
Step 0 is sync the carbs
Step 1 is a constant idle speed.
Maybe a little bit higher than deserved but constant.
Step 2 is finding the main jet for full throttle and max power.
I expect that to be very rough in a range from 100# to 150#
Step 3 is doing the adjustment / changes for accelerating from low and mid revs. That is the most used and most loved condition. Here you need the smaller jet, 35# to 40# as you mentioned. Needle position is important here as well.
Step 4 is to solve the stutter / bucking at constant speed. This is hard to cure and needs some efforts.
