That’s an unlikely place for an oil leak.

I would guess its the crankcase halves leaking. An unusual occurrence but might resolve with nipping up the bolts as the faces are a machined pair so should be a ‘perfect’ match for each other assuming they are the original pair.

If the baseplate isn’t moving round enough then something else is wrong. Maybe the points aren’t the right ones. Do they match the old ones exactly? Are you sure your trying to line up the correct marks? The timing mark is the one before TDC.

I never use a strobe. I always do the timing with a bulb and get it spot on that way.

I must agree with Dougyt there. I had the same experience on my DT100. Road tyres are far better for road usage than any other tyre IMHO
